By building a multi-disciplinary team of experts in wetland
mitigation, environmental engineering, land and money
management, this highly skilled group allows Resource
Environmental Solutions (RES) to provide turn-key or Custom
Mitigation Solutions for large projects such as oil & gas
pipelines, transportation, civil and industrial projects and
large commercial or residential development.
As part of our service, we will coordinate the project with
all state and federal agencies, put up financial assurances,
conduct restoration work, and provide management, monitoring and
reporting of the project to the appropriate state and federal
agencies. RES will assume the liability for management and
success of the project-specific mitigation. No other entity in
the region has harnessed all of these resources, a suite of
services, under one roof.
RES will use a six-point approach to provide the
turnkey project-specific mitigation services. These services
include:
-
Land Acquisition
-
Project Planning and Design
-
Project Implementation
-
Monitoring and Maintenance
-
Financial Assurances
-
Long-Term Protective
Instrument
RES’s experienced land acquisition team will identify and
acquire land in the appropriate watershed in an expeditious and
cost-effective manner. We will take into consideration specific
species and habitat needs to meet your project goals.
RES will deploy resources to obtain baseline conditions,
design appropriate restoration, and incorporate these into a
project-specific mitigation plan by which the applicant may
submit to the US Army Corps of Engineers (Corps).
RES, on behalf of the permit applicant, will coordinate the
submittal of the project-specific mitigation plan to the Corps
and conduct all necessary liaisons with the Corps regarding the
submittal such as meetings, site visits, conference calls, etc.
RES will provide all services necessary to implement the
project as prescribed in the project plan. This includes site
preparation, tree planting, and post planting maintenance such
as noxious and invasive species control. RES will also perform
all necessary work to implement hydrology restoration measures
which may include ditch plugs, filling ditches and/or drains,
etc.
RES will deploy resources on a scheduled basis to perform
monitoring of the project in accordance with a monitoring plan
and schedule as described in the project report. RES will
document the results of the monitoring in a detailed monitoring
report which can be submitted to the Corps. The report will
identify conditions and in the event of short falls in
performance, describe the nature of the situation and corrective
action to be taken to remedy the situation. RES will provide all
necessary services to implement any corrective action that must
be taken.
RES will include any financial assurances which may be
required by the Corps for the project. This will include both
short-term and long-term financial assurance. Short-term
assurance insures the project success as measured by initial,
interim, and long-term success criteria whereas long-term
assurances maintain a principle by which the interest may be
used for long-term management of the property such as on-going
invasive species control.
A third Party non-profit conservation organization will hold
a conservation servitude on the project site. Their role is to
provide annual inspection and subsequent reporting to the Corps
to insure that the site is being maintained for its intended use
as a mitigation project. Although the organization will hold the
servitude RES will still serve as the manager and Long-term
Steward of the project site.
-
Custom mitigation can save
clients millions of dollars compared to traditional
mitigation alternatives.
-
Clients can focus on its
project rather than devoting a large amount of time and
resources dealing with mitigation issues during the permit
process.
-
Clients need not worry about
lingering mitigation requirements such as management,
monitoring and reporting once the permit is issued for the
project.
-
Clients can be assured that
they will have sufficient mitigation for projects and not
worry about the mitigation credit availability or the
uncertainty of mitigation credit costs.
